Subject	What is this part called, and where do I buy it?

Message	My Z is beat up and I'm going to be restoring the body/paint. One of the things that is stumping me however is the black area just under the wing. 1990 TT. On top it's like a thin rubber coating, with some sort of firm foam underneath. I'm not seeing how to replace this easily. Has anyone had to repair the area I'm talking about? It's circled in red in this pic.
